Gov. Arnold Schwarzenegger has appointed Dan Schnur as chairman of the Fair Political Practices Commission.
According to new numbers released by California State Secretary Debra Bowen, the campaigns for the ballot measures raised more than $65 million by May 27.
Supporters of Proposition 14, the Open Primaries measure, reported raising $4,536,050 while opponents of Proposition 14 reported raising $208,550.Both Parties' Favorable Ratings Near Record Lows
Americans' favorable ratings of the Democratic and Republican parties are near record lows for each. The current 36% favorable score for the Republican Party is five percentage points above the low established in December 1998 as the U.S. House of Representatives voted to impeach President Clinton. The Democratic Party's 43% is two points higher than its record low measured in March.

Discontent with incumbents and anti-Washington anger are adding up to a potentially record-breaking crowd of congressional challengers this election year.More than 2,300 people are running for 471 House and Senate seats in the midterms. It's the highest number of candidates in at least 35 years, according to data provided to The Associated Press by the Federal Election Commission, which began tracking candidates in 1975.
